Don't talk about it, just do it. If you are in a good position and moment, just lean in and kiss him.
If things don't quite come together right on their own, then put your hand on his cheek and stroke it a little. Look into his eyes for a moment, then lean in as you move your hand behind his neck and pull him towards you.

Don't you think this is kind-of a mood breaker. Trying to remember what someone told you to say about the "first kiss". This is definitely something that only happens once with this person, try to feel your surroundings and roll with the mood and figure this one out yourself.

ok this is what i did and it is kinda stupid but it works....i think. so do something for him like idk just something small and then go up to him and be like you owe me big time. Then be like do you know how i want to be repaid??? then just kinda take it from there. good luck.
