Go to Google.com Type in: Irving,Texas Munincipal Building
Click on: How do I do it.
Click on:: Find Property owner
Click on: Street Address
2nd option. Go to munincipal building and walk into the Tax dept. and give them the street address and say you are interested in talking to the property owner. I used to do this to look for a possible house to remodel that have been abandoned. Tax dept. has all the maps and info. Just be nice to them because taxes are a fact of life and some people may not be so civil to them. Good luck.

Easy!
Search the DCAD (Dallas Cunty Appraisal District) property directory - http://www.dallascad.org/SearchAddr.aspx - for the address of the apartment complex. The property should come up and then click the owner link at the top. This will give you the owner and address. With that information, you can zip on over to any phone directory and get their phone number.

Find your county's tax collectors website on line. Usually you can do a free search using a property's address and it will tell you who pays the taxes aka the owner along with an address. From there I am sure you can search online for a telephone number.

You contact the assessor's office of whatever jurisdiction you live, such as County.
Whoever pays the bill for tax is going to own the building. The assessor's collects the taxes. See where this is going?
Also the recorder's office is going to have info on the record owner of your place but they aren't as smart here as the assessor's office (Nevada).

1. Ask the manager.
2. Check either the city/town clerk or assessor's office, possibly available online.
3. Check the registry of deeds, again possibly online, for the county or however Texas does it.

If you don't pay your rent to the owner directly, then there must be a management company. Why not just ask them.
