Um... Because he wants to hook you up with his friend. Young guys can be very insecure and don't usually make moves on a girl unless they are reasonably sure she is interested. I guarantee his friend is single and less popular than your friends bf. So... If you are interested, say you like his eyes or something like that. If not, tell him that his friend is not your type, or you don't go for the whole "Howdy Doody" look;)
btw, you worded your question a little funny, it sounds like your boyfriend is asking you if you think his friend is hot, which changes things pretty substantially.

Maybe he just wants to know if you have "noticed" the other guy. He sounds a little insecure. If you love your guy, reassure him that the other guy might be hot to some other girl, but HE'S the only guy you care to be with. Should help give him the security he's searching for.

This could mean a couple of things:
A) he wants to see if you like him. (insecurity)
B) his friend doesn't think he is good looking and he wants a woman's opinion so he asked him to ask you.
C) he might be interested in bringing him into a three way.but he wants to feel you out on the idea before he asks

(how previous are you both in any case?) in any case thats purely stressful why dont ur boyfriends pal ask ur boyfriend i advise it really is abit embarassing to ask others if u hav had sex or no longer. thats a own question he dnt have the right to bypass asking others this question till ur bf supplies persmission. i even believe he's jealous. tell ur bf to inform his pal to provide up doing what his doing. reliable luck

He is insecure. His friend is probably hot and he sees you looking. Who cares if you look, as long as you don't touch. Peope notice beautiful people...it's instinct. Jealousy is a killer, it stalks, it consumes and in the end it leaves nothing desirable. If you think his friend is hot and he asks you...tell him. Tell him you think he's hot but you don't want him...if he can't handle it, dump him for someone worth while that doesn't condemn you for noticing beauty.

Sublimation. He is trying to give you subliminal hintes or clues to effect your behavior. Be cautious. This is a form of game. It is not direct or truthful. Confront him directly and ask him why he is doing this. Tell him it makes you uncomfortable. Watch his reactions. This could be something odd.

Duh! His friend probably likes you and is afraid to approach you. Wouldn't it be fun for the four of you to hang out. If you don't like him, be honest. And if he keeps asking, why haven't you answered him? I hope you're not liking the attention from your friends boyfriend.
