How old are the puppies? Under a year old, they should eat 3 x daily. Feed them dry food mixed with warm water (enough to moisten it). Cesar food is canned and that could be why they are not gaining weight. Not enough calories. Check with your vet if you are worried. Have them checked for worms also. The worms will prevent weight gain and could kill them.
Good luck.

first of all puppies need fed 4 times a day and a good puppy chow until a year old as this has the needed vitamins for puppy growth. Change thier food gradually so u dont give them upset digestion system and than if thriving keep them on the same brand. bad for stomac to keep changing diet. also take a stool sample in to the vets if you cant pay an expensive visit and check for worms and pick up the meds needed according to weight. the microscope can detect many kinds of worms u cannot see including hook and whipworm and tapeworm which are all blood suckers and can cause weight loss and constant hunger. get them checked asap

You can probably find better quality puppy food for them....
Anyways, offer food to young puppies three times a day. If your puppy isn't hungry that often, reduce the frequency.
Also, make sure they are checked by a vet, to make sure there isn't an underlying medical reason for the lack of gaining weight.

I fed my Pekes three times a day until age 1. In the morning I gave them soft food, then dry in the afternoon and the soft food again in the evening. At age 1yr I cut out the afternoon feeding, and replaced the evening soft food to dry. One is 9 lbs and the other is 11lbs now.
