I recommend the following.....

Paintshop
The Gimp

While they not as powerful and easy to use as photoshop, you can get a lot of your graphic jobs done. There also one included with Adobe Macromedia MX Suite that is plugin compatable with photoshop. There also some minor ones... but I cannot remember them at this time..... (because my WinXP PC is down).

My favorite is The Gimp. You can download it for free from the link below. You'll also likely need to download the GTK toolkit, which The Gimp needs to operate.

It's a little cumbersome to learn, but it's one of the most powerful image processing toolkits out there.
