Your foot falls asleep because you put pressure on the nerve that controls sensation in your foot. Soft tissues deform from compression, so it takes a few minutes to "decompress." When the nerve is compressed the brain no longer gets signals from it, but when decompressed, axonal flow returns to normal, and during that process, the brain registers the feeling in your foot as a tingling sensation.

After your foot falls asleep, why do we feel "pins and needles" when blood begins to return?

The pins and needles is the sudden shock that tells you that the nerves are getting oxygen. When the nerves got less blood, they tried to pull as much oxygen as possible out of the blood. As soon as the blood returned, they pulled oxygen out really fast at one moment. It is similar to two people pulling on opposite sides of a door and one person lets go.

its not the blood, its the nerves trying to reconnect to other nerves. you see if you hold your foot in an unnatural way for too long your nerves start disconnecting because of the stress, as soon as your foot goes back into its natural position you get a jolt because the nerves are reconnecting too fast.
hope this helps
