That depends on where you are moving your hand to.

I think the watchword here would be moderation.

Just be yourself. If thats how you normally speak, then go ahead, (unless you talk like youre having a full body spasm)

It's not rude, just distracting. If someone's going to make a judgement on someone just because of their gestures, they need to seek help.
