The Dash has been swapped from a totaled out car hence the 2 vins

I wager you will have to take the vehicle, and both titles to the DVL / DMV and get the vehicle inspected. They will run the numbers, and may possibly assign a new serial number, or assign one of the existing numbers. If you just go ahead and register with the original number, you will run into problems anytime anybody runs your papers and looks at the dash, which is meant to have a non-removable number.

A car can't have two VINs. The original VIN is the correct one. The VIN of the totaled car's dash should have been removed.

I think the title & the vin plate in the window are what count. In my state,if you buy a car from out of state, they come out & physically inspect the vin plate in the window to make sure it matches the title. As long as they match, you are good. If they are different, Im not sure you can register it. I never ran into a car where the vin on the dash & the title didn't match.

if that is the case and the car was legally done then the shop that did it was responsible for changing the numbers to match,you could be in a world of hurt later on,get it cheched at dmv incase something is stolen,you dont want to find out on the side of the road some night at a traffic stop

use the main VIN and forget the one on the dash as this will cause problems
