If you have an HP computer it could be the power supply. I was having problems with mine it wouldn't open and i asked everyone what it was. Then a friend of mine asked if i had an HP and of course it was the power supply. I upgraded it from 250 to 400. I have no more problems at all with my CD-ROM.
If it's not an HP check the fuse.

this may be a problem witha fuse (if it is get a new cd-rom), or if is the gear you can probably fix that yourself.
but i would highly recommend getting a new CD-ROM, since they are pretty cheap these days.

If your computer is not working properly when it is switched on, it could be a problem with device drivers, hardware or software.
