Have an open door policy that truly is an open door policy (management must be open to constructive recommendations and/or criticism)

Offer great benefits as part of the employment package (obviously good pay would be a part of that as well as good appropriate raises,e tc)

Well you asked for two so I will only offer two. :)

1. Allow flexible work schedules (i.e. 4, 10 hour days instead of 5, 8 hour days).

2. Allow telecommuting either part time or full time.
