Depend on where you are. In my city, yes it's but that's because this city is small and everyone are basically friendly toward eachother. In Las Vegas where I use to live, it's perfectly normal to not smile. In eastern Europe people will think you're nut.

it's not rude, but if I were walking and we made eye contact I would smile at you just to let you know "I see you too"

but so many people look at you and never even see you cause they are some where else in their own head
