In terms of your example, no. However, it is encouraged in any class on listening or communication skills that you occassionally rephrase what the person last said as a question, to show that you are listening to what they said and to give them the chance to clarify if there is any misunderstanding. It shouldn't be that you are restating each and every thing the person says as a question, or an exact restatement of what they have said, as this can become repetitive and can be very annoying.

yes and no....
summing up what some-one has said and putting it into a question to make sure you understand the person is a good conversational tool....
example:
i went shopping for x-mas gifts today...i bought for my sister and my cousin...i got some great bargains...i still have some gifts to buy...

so you're not quite done with your shopping?

however just parroting a person would probably be annoying and seem rude...

example:
i bought my sister a x-mas gift

you bought your sister a xmas gift?

is there an echo in here?
