Because these people have one hand on the wheel, and the other hand is holding their cell phone. No hand left to turn on the signal. How dangerous is that?

It could be out of ignorance, forgetfulness or these people might just think that everyone else on the road are mind readers and know exactly where they are going.
Using your turn signal is not a simple sign of courtesy. They are there for a reason and should always be used well before the turn/lane change to allow other drivers the time to react and adjust their speed accordingly.
It's not just you you have to worry about on the road but it is everyone else as well. Anyone who doesn't used their turn signals consistently are accidents waiting to happen.
Edited to add: To Yagnik, if you can't afford to have your signals fixed how do you afford the gas to drive your car? If your signals don't work, don't drive. It's that simple. It's not just your life but everyone elses too.

Many drivers are simply not paying attention and others are just rude. Some are drunk; some are stoned; some are on the phone; others are putting on make up, reading a newspaper or shaving. Some are young and inexperienced; others are driving with impaired vision, in ill health and heavily medicated, and unable to focus and respond quickly. A few are so slow they are a hazard. Others are speeding, lane switching, dodging and ducking to get through traffic faster. Some squeak by; some kill others; some die. I've seen it all and it's a heavy responsibility staying out of the way of these drivers. The bottom line is a lack of courtesy and the price is often too high.

Recently, my blinker went out and I didn't have a front turn signal for a while on the right side. I'd say that's a legitimate excuse for people not seeing it.
Otherwise, it's a good idea. Letting other drivers know what you're going to do prevents accidents, which protects you as well as shows respect for them.

Yes, it is very rare now days for people to use their turn signals, or for that matter other's to let you in if your using your turn signal. Is like they are useless now days. People do not use them because they are too lazy. And they think oh i'm going to be turning and there going to be seeing me turning anyways so what's the point of using the turn signal.
But really we don't know when they are going to turn and we need to know when they are going to.

Lazy. And also, there are a lot of drivers who see that your turn signal is on, but don't want you in front of them so they speed up enough so you can't. That's why it's better to just switch lanes or whatever. As long as you know what you're doing you'll be safe.

Because people are all about themselves !
All they care about is me, me, me.
Turn signals are designed to signal or notify other drivers of what your intentions are in traffic. This allows others to slow down in advance and to be aware of what action you are taking.
Obviously, talking on a cell phone or stuffing a hamburger in their selfish fat face is much more important than being courteous while operating a motor vehicle on the roadway which is shared by others.

Some people are put on this planet to piss the rest of us off & these non signal users are in the top 10... even a peace loving hippie like me gets the road rage when I have to drive around these dip sticks. Most of them are from Utah...

Their new vehicles, SUV's in particular do not come with signal options and if they do they haven't read their new vehicle handbook and learned how to use them because they are in such a hurry they don't have time or patience because they are on their cell phone, reading a book and yes I recently saw someone practicing an instrument while driving.

cause some people are iiidddiots! i hate it when people don't signal. especially when i'm on my bike it's rediculously dangerous, when they'll take a turn in front of me without signaling.
even when i'm alone on the road i signal to keep it a habit.
signal people. its smart.
