SWAT is a division of an individual police department, just the same as the traffic division, detective division, etc. They are funded by the same funds that pay for the department as a whole.

Police depts. get funds in the way of subsidies and endowments from the feds. This is why some people say they are subserviant deputies of the federal government. When the feds say jump, they say, how high?
