it's 7 x 7 x 7 x 7 x 17 x 7 x 6 x 7 = 12,000,198
By the way, why is this in Words and Wordplay not Math?

You know, brain teasers like that usually start with sth such as: 'I was on my way to X-city (any place) when I came across ... (all those many creatures)' and the question in the end is usually: 'How many creatures were going to X-city?' So the answer is: 'One' as it is only you who's going to X-city - all the rest are walking in the opposite direction. The way you ask your question makes it less of a brain teaser and more of a simple math problem ;)

It's an unknown because it's not a closed system. Even though you added "there are" for men, you didn't add it for dogs and fleas; therefore the answer remains unknown. The string breaks when context is lost. "Every dog" is outside of the equation. "Every flea" is outside as well.
