what does that expression mean

It is like they are not of this world because they are a bit crazy or out of their mind.
Another term is "space cadet" which implies not in the same world with the rest of us.

They don't act according to societal standards of normalcy or have strange ideas,shunned by the majority.

In Australia we use that term to suggest someone is a bit looney or radical in their thinking or behaviour.

It means that their body is with you but not their mind ,it's as though they are in a daze.
