More seriously - an example from the Cambridge Advanced Learner's Dictionary is:
"Injuries notwithstanding, he won the semi-final match."

If it is a misspelling of “notwithstanding” it means “in spite of the above PU…” If it is as written between the *not withstanding* it means that the “the above PU..” is not strong enough to stand up or remain unchanged” Guess it all depends on the context of the whole document.
