First, it means more than one person talking. Then it means talking about "something specific". For example, all the people on Yahoo Answers could discuss why so many people asking questions don't have a clue how to spell or how to express what they are actually seeking!

Once you have a subject, some participants (at least 2) and a forum (your kitchen table, Yahoo Answers, a classroom, etc.) you talk and debate the issue, which means there will usually be disagreements in a discussion because you are trying to look all sides (aspects) of the subject.

It means to talk about all of the aspects of the topic. What, where, when, who, why, pros, cons, cause and effect, etc.
