When I want someone to know I love them, I prefer to show them. I like to know what it is that makes them feel loved and do that for them. The words don't always show it. Letters or poems don't always show it. Buying them flowers or presents don't always show it. Everyone is different at different times in the way they feel loved and appreciated so it's up to me to find out how to tell them. Most people need more than just to hear it- they need to see it and feel it.

Well if you are not sure that they "love" you back then say:
I was wondering if you are interested in me because I really like you and I would like to take our relationship to the next level.....

If you know they like you, then when you guys are on a date or just hanging out, make sure you look nice and all that stuff. When you feel it is the right moment to say it, SPEAK YOUR MIND!! Try not to hold back once you have started to say it.

Generally: you care for them, buy them things, remember special occasions.

Specific: Tell them you love them.

You just tell them when you're comfortable in the situation. Don't try to wait for the cliché "perfect" moment because whenever it is that you tell them, THAT is the perfect moment.
