You need to train them to behave before they get a treat. If one dog is stealing the others', then they should not be getting treats. I make my dogs sit and they only get a treat if they can stay there. I also taught them to only take the treat when I say OK. So if I put it on the floor or hold it in front of their face, they aren't allowed to grab it.
