First of all, the witch is much better of a costume for a girl -- you do NOT want to inflict any ideas of unreal body types on any teenager or child.
Get some of the brown US MAIL Wrapping paper -- have her lie down on it. Trace the outline of her body, add about 3-4 inches to the outline.
From there -- measure from shoulders (with the additional inches), and double the measurement. Use that total to purchase the fabric.
From the drawing, you now cut out that outline, fold it in half, and place the seam on the seam of the fabric that you have folded in half. Cut around your pattern.
Sew the two pieces you cut together along the edges. Remember to put in the back of the piece a slit so that your child can get arms and head through the openings.

There are plenty of black Slacks, Long Skirts, and Long Sleeve Shirts on the market right now. I would go shopping with her -- and have her try some on.
When you have these items purchased, embellish them with some of the fun Glow Paints (add flame symbols, leaves, whatever you want) on the items of clothing.
Buy a closet rod from Lowes (the Staff). Adult should carve it some, and run it over an open flame to add some scorch marks.
Add a cheap cape from the store -- and voila -- a Witches costume!

I think its a witch because a super model is not for Halloween. Get a black dress if you don't have one and a black hat then but on some scary make up and there you're a witch

out of the two i would say a witch... becasue supermodles are go generic... just clothes and a smile..
let me sugguest a prom queen... go to the thrift store get a prom or bridesmaid dress.. get a crown (cheap one at dollar store or walmart) ribbon for the sash and write in glitter .. prom queen 2006 or what ever you want.. do the hair up nice however she would were it...and your done... it cost us about 15.00 total last year.... or you could do the same costume .. just make it miss america instead..... it is really fun also ... i did it also when we had dress up day at work and i am the parent

you're able to nicely be a vampire hunter. that's an common adequate gown to make. you are able to be a cop or a CSI. i believe that as quickly as i become 14, I dressed up as an FBI agent. All of those are user-friendly adequate costumes and can be quite much less high priced.
