I used to have a subscription to accurint.com until it was bought by Lexis and subscription rates went sky high. Accurint is powerful. It is used by law enforcement and attorneys. It helped me to find: 1. a long lost high school pal from the 70's, 2. a 18 year missing father in a divorce case, 3. the minister who performed my parents wedding in the 1950's, and others.
Try using www.zabasearch.com. It is free. You have do do a bit more detective work to get your answer. Or you could pay for searches on one of the sites which are connected by links to zabasearch.
In any case, it helps to know former addresses, phone numbers, social security number (if you should be so lucky to have this key info), and the birthday for the person. More info helps you sort out similar names. If they are living a typical modern life, you can find them. It is very hard to find someone living as a nomad.
