If you have trouble getting in and out of the car like most elderly, you can use it to help you get out. My mother does.
If you are riding with my mother, it's a safe place to grab when she runs that red light, doesn't see that stop sign, or fails to signal for a turn.
Take your pick.

they are bolted to the metal structure of the vehicle as an assist handle. most are used by elderly folks getting in and out of the car.
they are also there as a 2nd option for a place to put your hand over the arm rest.
some consider them the "oh chit" handle as most hold on when they say this in a car due to speed or fast driving.

Obviously you have never been driving with me. When someone makes a sharp turn it helps to keep you from flopping into the driver. Also for getting in and out. It is a good place to hang a coat.

It's call an "oh shitt! bar". So when the driver is driving like he's a NASCAR @sshole, you yell "oh shitt!" and grab onto the bar. Plus, it's for assistance on getting into the vehicle, if needed.

I use them whenever the driver is driving too fast or erradically. We call it the Jesus bar. It is the thing you grab when you say "Oh Jesus, I'm gonna to die."
