No they can not, not ever. Many people have lobbied many years to get this list into effect. There is a reason for this list and once on it, there is no way out. He might spend some money and try with an attorney or at least have a consultation with one about the subject, but my cousin is basically the same story and age now and so forth.
In Ca., the list is public as is in many states now and more lobbying to get the list on the books in their states. I know that in the state of Ill, they don't seem to care about any list.

A person cannot PAY to get their name off the sex offender list. Check your states list and see if he's even on it.
After a period of time, many are removed (the punishment could include having to register for x amount of years.
Whatever you do, investigate before you give him the money.

It may vary from state to state.
For instance In Kentucky, "when some one wants to be removed from the SOR (Sex Offender Register) Alert Line they need to call 1-866-564-5652 and stay on the line till someone answer the phone."
This would suggest it might be possible if people follow the correct procedure and if they qualify.
But the request for money does sound odd. Be wary.

There was NO list 31 years ago! Anyone that was convicted of a sex crime prior to Meagan's Law (1992 I believe) was NOT required to register! He is B.S.ing someone for $5000.00! And besides, what would be the sense in having a registry if one COULD get thier name off of? Noone can!!!

First, there is a difference between a sex offender, and a REGISTERED sex offender. Not all sex offenders are required to register for life.

if he asked to borrow 5000.00 from you he isn't your friend..HE IS SICK PERIOD! you need to keep him away from children because it's a proven fact that this behavior starts early and continues to manifest itself through your adult life..he is trying to rip you off! the only way to have it removed is by the judge who ordered it! no money needed unless he is paying the judge off and that wouldn't surprise me either !
