I don't know about a conspiracy. I know that Condi Rice attempted to remedy the situation in North Korea but that her plan was blocked by Dick Cheney for reasons about which I am ignorant. Maybe someone with more knowledge can explain. Of course, there is usually no logical reason for Dick Cheney to help global diplomacy so I'm certain he had some selfish reason to further the level of fear in our country.
