unhook the cylinders that raise and lower the engine and try the trim. see if they move. you could have a line crossed and they are working against each other.

donny j , there is a fluid bypass on the left side of the hydraulic pump as your facing the engine. This is used to manualy release the presure inside the pump so you can lift or drop the motor by hand. It takes a flat screw driver to turn. The screw is surronded by a snap ring. Do you see it ? Turn the screw head clockwise all the way. Now presure should build inside the pump and raise or lower the engine if you don't have the manual lock set. Let me know how you fair, I will be watching.

The fluid lines may be connected wrong. or are restricted. There may be air in the lines also. Crack open one of the lines at the motor and have someone actuate the trim control till nothing but fluid comes out. Tighten it and crack open the other line and do the same.
That should prime the whole trim system and get the air out.
The only other possibility is it's wired wrong.

The trim unit has has an Up or Down valves within the unit itself. If the motor is running and there is oil in the system you have a faulty return valve internally or an airlock. Remove the oil fill cap and operate the lower unit up and down manually until no more oil comes out, top up with oil between cycles. Top up with oil, replace filler cap and cycle with the pump on several times.
