Are you saying the factory steering lock is malfunctioning? or something else?

Head bearings set too tight or you washed all the grease out and they went rusty. You need new ones. get someone who knows how to set 'fall away' which is Harley term for adjustment ( if they dont know what it means, go elsewhere)
