Electricity and magnetism are so closely related, you may as well ask is magnetism can pass through magnetism or if electricity can pass though electricity.

Yes. The electromagnetic wave pulse from an atomic blast is what shuts down everything electrical, including communications. It is speculated that a ten megaton warhead detonated 6 miles above Chicago would wipe out communications and power transmission in North America. Incidentally, the United States has a technology that enables some of our military jets to remain in flight despite that pulse. I'm guessing Air-Force One and clones, and some land based instruments also have this technology.
Otherwise, there are no materials in nature which a magnetic field cannot penetrate. Electrical and magnetic force lines are perpendicular to each other in what we observe as electromagnetic waves, which depending on the frequency are what visible light, radio, television, and similar signals are generated with.

Hi. Yes. All electric motors have magnets in them and electricity has to pass through to make the armature rotate.
