If I put down on my resume that I am bilingual with French i know it is good but how good. because I know that not too many people are bilingual with French compared to Spanish? But how good is it?

Of course you should put it in your CV as language skills are a - more or less- essential part of it.

BUT you should precise how good your French is and don t forget that having had French at high school or uni does definitely not mean that you re bilingual. If you can read any French quality papers such as Le Monde or Le Figaro without any problems and if you re able to write a resumee about it in your own words in French, then you re already pretty close being able to call yourself bilingual. But still, don t forget that most of the correspondance is verbal (pronounciation!) so you shouldn t have any problems talking to French people. I d even say that the latter criteria is more important in the working life.
