He says he treats me the best in college. He says he's the closest to me. My best friend in college says he flirts with me. He's said he has feelings for me, but made it into a joke. He texts me all the time and chats with me online and when we are with a group of people, he makes me feel as though there is something we know that they don't.

It sounds like he does like you and he is dropping hints that aren't too obvious. When you two are alone ask him how he feels about you and if you feel the same then you two need to decide on if you want to take it to the next level or not. The only way to find out is to ask him yourself.

If he really has feeling for you then he will try to be with you when he can. He will try to do things for you. He will try to make you happy. He may even propose to you one day.
