I've applied for numerous positions at a NGO called IREX. (http://www.irex.org), a well-known international organization. Despite having submitted my name for more positions than I can count, I have never received back any type of notice, good or bad, as to the status of my candidacy. I don't necessarily expect to be offered an interview for even just one out of every 100 or so jobs for which I apply, but most employers will at least send you a rejection letter whether or not you were short-listed for an interview. There's a notice on IREX's website which says "no phone calls please". All of this has me wondering whether the job vacancies they advertise really exist in the first place (a lot of NGO positions are contigent on funding, grants, etc., which I understand) My question is, do I risk pissing them off and call them anyway? (note: in order to remain anonymous, I've changed my real name as it appears in Yahoo! Answers as this organization still has my resume active in their files

having worked in several non profits and a pre employment agency my advice is this-
first review what you sent them- how well does your cover letter and resume match what they're looking for? if you're a weak match and they have several applicants most won't reply because they don't have the resources that corporate or private firms do- then, apply again! rewrite your cover letter emphasizing your fit with the organization and the position- if you don't have exactly the experience they ask for, talk about your transferable skills- skills/experience similar to what they need, and tell them how these will help you work hard and effectively in this position.
if you still haven't heard back from them i would send them a kind note letting them know you're still interested in the position and would like to know whether you're being considered for it- if they say don't cal- DON'T CALL!!! - but they are accepting correspondence so write a letter of inquiry to them- they're much more likely to respond....
good luck, and if it doesn't work out with this org, look up jobs on idealist.org- its a great site for jobs/ volunteering etc in the non profit sector...

my mama has worked for several NGO's as well as being in the Peace Corp for a couple of stints. She is pushing 70 and still doing it. Some NGO's are eaesier to work with than others, I dont know specifically the one you mention though.

Were it me, I'd probably give them a shout. You arent losing anything if they dont have a position anyway.
