That may originate from other countries where whipping, flogging, or caning are common punishments for theft. But I'm sure the jist is 'to be beaten severely.'

beaten severely like u would beat someone who stole something valuable from u & u caught them.

It is to get hit very hard multiple times.... Like a store owner might do to something he catches stealing in his store.
