I have a friend who is fifty and has never had any picture Id and in order to even get a birth record you have to have picture Id what can he do?

where has he been for the past 50 years?- how did he get by?

school records?
jail records?
social security card?
mail?
any of the above? that mught be a step in the right direction - hope it helps

Any people of Authority like police, a minister, preist, etc should be able to write some kind of oath or reference to his identity and it should be recognised. Its all I can think of, and worth a try. Call the Birth Registry office and ask them for further advice. Good Luck.
