Originally, back in 1938 through about 1945, Superman did not fly. He wasn't as strong either. Over the years, the character evolved. Actually, it wasn't until the Radio show where Superman could fly, and Kryptonite and Jimmy Olsen were introduced.

Becasue as originally invented in 1938, Superman COULDN'T fly. That came in the 40s. He got more powers as time went on. By the last 60s, he was basically god. He was depowered somewhat in the early 70s, then gutted totally into the wuss-bag he is today, back in 1985.
