HOV lane laws are related to fuel economy/conservation. It's for car pooling.

If the hearse is in the HOV, it has to have more than one person in the car - I don't know if the dead guy counts, but my guess would be NO!

NOT unless there are as many LIVE bodies occupying seats as required to occupy the lane. The cadavers or corpses are merely cargo as far as the law is concerned.
