Sure, most voip ("voice over Internet") programs like Skype make this possible, but not for free!
If you live in Europe, why not try the one I use. It's called Voip Stunt and allows FREE calls from your computer to local numbers all over Europe and even including the U.S.

yeah, with yahoo messanger, of course you will need speakers and a microphone. Also if you have AIM add this as a buddy My_IP_Relay and type call, and then it will ask for the phone # and give it to them(including area code) and it will call but instead of you talking to them directly the my_ip_relay will say to them what you typed to my_ip_relay, and will type to you what that person said to them.
