We setup a program with Iraq, if Iraq gave us oil we'd give them food. It was in the UN. Well Saddam used some of the money he got fromt he Oil (which was illegal) and kicked it back to the UN. Some of the people on the payroll were France and Russia. One of the reasons why they didn't want to go to war in the first place.

Which aspect. Both Kofi Annan's son and some American corporations have been implicated. Basically, the scam is to make money smuggling goods to get around the embargo imposed on Saddam.

It was related to the sanctions placed on Sadam in Iraq.
He was in a very difficult situation for many years.
One of the main reasons for the war on Iraq, was that he started valuing the oil in Euros, instead of dollars. This was undermining the value of the dollar, and had to be stopped, which is why he was captured.
