What an interestingly circular question: "allowed" ...... ?
"Allowance" implies that there is someone in authority to put a stop to an activity. If the President is behaving as if he is "above the law," then who has the authority to say to him/her "Oh no you're not!" At one point, President Nixon asserted so-called "executive privilege" to refuse to comply the Congress' subpoena vis-a-vis the Watergate investigation. The Supreme Court told Nixon "On no you don't!"
But does anyone ever tell the Supreme Court itself that they aren't above the law, either?
