The psychological disorder is called Obsessive-Compulsive. You can get a good description of the disorder on the net. Also, a psychologist or two will probably come across this question and give you what you are looking for.

OCD is one of those conditions which, if untreated, gets more obsessive and more compulsive. One of the simplest and most harmless examples would be one who washes their hands after every touching of anything in the environment. Some people are OC about cleaning the house. Everything in its place, a place for everything. In a relationship, you are the target, the thing that must be in its place and predictably there for the perpetrator. You can recognize the behavior by changing your usual pattern of interaction with him and watch his response. If he becomes irritated, jumpy or angry, you have an OCD person. If you wish to stick around and help this person, give an ultimatum: "Get diagnosed and treated this week or I am out of this relationship."
Once you give an ultimatum you MUST follow through!!!

I hope I do not simplify it TOO MUCH, but any behaviour which is repeated unnaturally often, is usually compulsively obsessive. SO at the most basic level, if I check 20 times every evening whether the house is locked, my behavious is compulsively obsessive. (Unless there is a good reason for me to check so often).

Many people show some extent of compulsive obsessive behaviour and it does not cause any problems in their daily lives. Many apcoholics and drug addits are compulsive obsessive. It however does not mean that you WILL be an addict if you are compulsive obsessive.

They have to do something repeatedly and a certain way.
