There nothing gross about it, the reason is the same with using a nail polish. Would you have prefer it if they paint it orange or red with a nail polish?
It is called henna and is used widely among muslim women for the sole purpose of beautifying their nails. Nail polish is not encourage in islam because it tends to cover up nails thereby preventing water to get to the nail's surface during ablution.

Get to know the person or people who are wearing the orange toenail and fingernail dye, as you call it. You will get your best answer by speaking to them directly. But, please do not insult them by saying you think it is gross. Everyone has feelings and what you may see as gross, is just different and may be considered very appropriate in their culture. Open your mind and be more accepting and considerate of others. People learn by example, please set a good example for your culture. You will be a better person for it. There is so much to learn about from our different cultures, I find it wonderfully fascinating.

I didn't know that there is a place where all the population of an entire country paints their nails the same color. that's pretty incredible. You won't get that kind of sweeping compliance in any other country. thanks for sharing that bit of amazing trivia.(not)
