I don't know if you can get out of the fine or not, but you can try to tell them that you didn't know the plate was missing. That might work, but still they will get you for every cent they can, so you might as well be prepared to pay up. Good Luck!

My 11 month old son was having an asthma attack and I was trying to get home to give him his nebuliser when I got caught for doing 12 k's over the limit. The police couldn't care less. So good luck with whatever you try.
