Dick Cheney was on the news today saying that bin Laden has "always been high priority" after 9/11. However, a couple of years ago Bush claimed that he considered bin Laden to be low priority, to be powerless and not a real concern. He said he didn't know or care where he was.
Did Cheney lie, now that bin Laden is making new threats?

I'm not trying to argue that it SHOULD be specifically a high priority or a low priority, I am alluding to the fact that they are deliberately using it to toy with the voters. All they could come up with against Kerry is "flip-flopping", and he did it (supposedly) because he believed Bush's WMD lies anyway
