Wine banks and wine stamps instead of food stamps and food banks?

What the homeless really want is drugs and alcohol.That is their life. I say start wine banks where people can donate drugs and alcohol and have wine stamps replacing food stamps they can also get free guns and ammo in partnership with Guns for the Homeless!

that would skip a step of selling the food stamps for cash and buying drugs , they should get rid of food stamps completly or the lone star card , whatever it is , and take all that money and build kitchens for these people to go and eat along with the homeless , and in order to eat you have to work at the kitchen
