Well, since there are no offical Democratic or Republican candidates, we can't really know. I know it's not going to be George W. Bush, because this is his second and final term (US presidents cannot serve more than 2 terms or 10 years in presidential office). I think the 10 years provision is meant for something like if the vice-president has to take over for the president in response to the president's death, incapacitation, resignation, or being taken out of office by Congress.
I'm not sure if Cheney will run for president, but usually the vice-president runs for the presidency when the president's 2nd term ends.
