i guess you are referring to amending the U>S> Constitution.
there are two methods.
1. passed by 2/3 both houses of congress and then ratified by 3/4 of the state legislatures.
2. by Application of 2/3 of the legislatures of the states or by 3/4 of conventions in the states.
this is found in Article V of the Constitution.

From a historical view, the Equal Rights Amendment passed both houses but failed to pass the 3/4 majority.
Prohibition was quickly enacted but repealed even quicker.
The balanced budget amendment is a symbolic amendment which passed the states quite quickly.
