Buy when they are on sale and buy the two ply.... AND when your friends come over, tell them they cannot use the toilet unless they pay

Well, here are some sanitary and more believable options~
Try getting some online coupons for toilet paper
Buy tons of packages (as much as you can fit in your car) when you see sales
Buy generic brand toilet paper; the cheap, thin stuff ... Sure, it's not as uhh ... soft as Charmin' ... but you're not a bear, and you can live with it.
Don't keep folding the paper; that may just cause you to use more. Just fold a few squares along the pre-creased lines.
Hmm, and they might sell toilet paper in those wholesale stores; that might be a good idea o_O

Well, if you really are serious about this, you could buy cheap 2 ply and then sit down and seperate them, re-rolling them and getting 2 rolls of one play from 1 roll of 2 ply.

Swipe it from public washrooms or from your work. I don't do this myself because I like the really soft stuff but I know lots of people who do.
