lets just say hands head south and teasing starts that's making out . kissing is just kissing nothing else

It's totally the same exact thing. Kissing is refered to by kids (5 grade - 6 grade) mainly because it's their first (kiss). And making out is usually by older kids, teens, and adults. They kiss a few times and hold each other like they don't want the other person to go.

Kissing is for a short period of time and making out is frenching for a long time and it's usually leading up to something else. It really just depends on youre definition though. The words are almost interchangeable.

I think "duante_delgado" had it backwards. "making out" is for kids.
