Most 2 way radios you would need an FCC license to get. Most businesses that get the 2 way radio systems buy a particular frequency so the only way to get the same one would to be lucky and find a used one.

Try your local radioshack and purchase a scanner frequency code book. I don't know a way you could do it with out a scanner.

A scanner would work but I don't know the techical details of how to do it. Everything I've ever picked up has been by accident.
