The ratings could be only good, bad and ugly. There is nothing like good, better and the best among the Indian politicians. I think Vajpayee was good and why should you rate Manmohan Singh as bad or ugly? He is a man of integrity, learning and humility. Our Psyche wants a leader who is bellicose, big mouthed or at least pretty faced.

i think no politician is better, so there is no chance of being best.all re corrupted and met their own selfish needs.if re politicians had been gr8 today india would have been a great country.now look at manmohan singh he is a good man but being a PM he cant do anything as he is a puppet in hands of sonia gandhi as today because of her he is a PM so he can never say her no.even a good man cant try being best or better as no one will let him.so there is no chance of our politicians to be gr8

I am not sure who is running for offices in India. But we could send George bush and the rest of his family if you like. They all hold offices in the USA so they are already crouped I mean experienced. No training needed.
