Clear and present danger is a legal standard of substantial danger that might arise in a given situation -- but not another. For example, during a time of war, free speech might be abridged in certain circumstances if it posed a "clear and present danger."

I think it came from a Supreme Court case during World War I.

every morning the president is given a situations report that lists clear and present dangers, among other things. it may surprise and amaze some of you that the presidents #1 job is to protect this country from all enemies, foreign, and domestic. all other problems are secondary.
